killed there on september 11th, including ambassador chris stevens. tara mergener is in washington this morning with more. good morning, tara. >> good morning to you. >>> well, the state department released unclassified portions of the report last night. investigators offered harsh criticism of the state department but did not single out any individual u.s. individuals for blame. the review board was headed up by retired ambassador thomas pickering and former chairman of the joints chief of staff, admiral mike mullen. they'll discuss their findings with lawmakers today. the panel blamed systematic failures and leadership and management deficiency in two bureaus of the state department for security measures at the benghazi compound that were described as inadequate. the report concluded that while there were no specific threats of a terrorist plot, there were several incidents leading up to the september 11th attack that should have served as warning signs. investigators also praised the diplomatic security agents who responded to the attack and absolved the pentagon for any blame,

. margaret brennan is in washington. margaret, good morning. >> good morning to you, norah and to charlie. the review of the fatal assault blames systemic failures of leadership and management deficiencies at senior levels. within two bureaus of the state department. missteps that ultimately led to the deaths of ambassador christopher stevens and three american personnel at the u.s. consulate in benghazi. >> reporter: the investigation sharply criticizes the state department for a security posture that was, quote, grossly inadequate to deal with the attack. officials ignored requests from the u.s. embassy in tripoli for better security at the benghazi compound. the failure to coordinate is blamed on two departments within the state department. diplomatic security and near eastern affairs. among the findings, there was an intelligence knowledge gap about the high threat environment and the inability of libyan militias to protect the post. they ran away when the attackers approached. there was an inadequate number of diplomatic security agents. and there were no technically proficient staff

it really sad. i love washington and i just don't like what has happened at this point. it's just very unpleasant and sad. and something that a very very good public servant deserves or nobody deserves frankly. >> one of the big challenges for the next secretary of state will be syria and our own mccormick spoke with secretary panetta and learned he is sending two missile batteries to turkey including 400 members of the u.s. military to help. does that signal a greater u.s. military involvement? >> what it signals is turkey is a member of nato. i have just come from turturkey. it has very serious issues with the number of refugees coming in. as a nato member we are really have to and want to and are committed to defending turkey so i think it is a 98nato issue and shows a sign we do not want the problems in syria to spread outside the borders. >> if in fact they begin to move chemical weapons, what should the united states and turkey and other country do so? >> people are very concerned about the use of the chemical weapons and also lack of control over them. and i

for confirmation withered away. >> pelley: bill, thank you. bob schieffer is our chief washington correspondent and anchor of "face the nation." bob, the president said it's unfair. why did ambassador rice withdraw? >> reporter: well, i'll tell you, scott, susan rice really had no choice, nor did the administration. key senate republicans quietly passed the word to vice president biden last week that it was going to be all but impossible for her to be confirmed. biden was told there was virtually no support for her among republicans and that some democrats were also beginning to question whether she was the best choice. when i spoke to rice myself recently, she, too, seemed to be wavering about whether she really wanted the job. i would want to talk to them. it would be a family decision. her withdrawal will make it easier now for secretary of state who is due to testify about that benghazi episode next week on capitol hill. senator lindsey graham, who was one of the main critics told me tonight her withdrawal is not the end of the controversy. he told me the administration is still inexplicabl
